Agreements on cooperation

The Institute of Physical Planning of Primorje-Gorski Kotar County Public Institution and the Croatian Chamber of Architects signed an agreement of cooperation on 16th December 2022. The subject of the agreement is to define the principles of long-term cooperation on research and development projects in the field of spatial planning.

With the agreement, both parties expressed their interest in cooperation in all areas of mutual interest in the field of spatial planning. Cooperation will be realised through the preparation of scientific and professional studies and analyses, the organisation of scientific and professional gatherings as well as all other business for which both parties determine a common interest.

On 19th March 2021, the Faculty of Mining, Geology and Petroleum Engineering of the University of Zagreb, the Faculty of Civil Engineering of the University of Rijeka and the Institute for Physical Planning of Primorje-Gorski Kotar County Public Institution signed an Agreement about Cooperation in Implementing the PRI-MJER Research Project.

The subject of this project is the research of landslides with the aim of reducing the risk of landslides in a way that will ensure the tools and knowledge necessary for decision makers at all levels.

The Institute for Physical Planning of the Primorje-Gorski Kotar County Public Institution is participating in the project as a stakeholder for four pilot areas in Primorje-Gorski Kotar County. The result of the project will be a map of the susceptibility for slippage in Primorje-Gorski Kotar County at a scale of 1:25000, plus the guidelines for the use of the map at the regional and local level.

The project is financed by the European Regional Development Fund. The project is forecast to last until 30th April 2023.

On 22nd July 2020, the Institute for Physical Planning of Primorje-Gorski Kotar County Public Institution and the County Road Administration (ŽUC) of Primorje-Gorski Kotar County signed an Agreement about Collaboration. The subject of the Agreement is the exchange of data and the enabling of its use for the needs of the realisation of activities of the local i.e. regional level from its scope of work.

With the Agreement the Institute is obliged to allow the County Road Administration (ŽUC) the use of the Information System of Physical Planning of Primorje-Gorski Kotar County (Urban Identification application), whilst ŽUC allows the Institute the use of the Road Information System (ISOC).

The activities as well as the method of using the data from the databases of each party of the Agreement are specified within the Agreement.

The Institute for Physical Planning of Primorje-Gorski Kotar County Public Institution, the Croatian power company HEP (Hrvatska elektroprivreda d.d.) and the Town of Mali Lošinj signed an agreement about collaboration on 22nd April 2020.

With the agreement, all parties expressed that the research and development of energy projects for structures that are by the Spatial Plan of Primorje-Gorski Kotar County determined structure of county and national interest is of mutual interest, and therein at the same time an increase of the share of the production from renewable sources of energy is achieved as is defined by the goals of the Strategy of the Spatial Development of the Republic of Croatia.

The goal of this collaboration is to realise the project of the construction of a structure of energy infrastructure – the Ustrine Solar Power Plant in the area of the Town of Mali Lošinj, and with the Agreement the obligations of all the parties in the Agreement are determined.

Adam Butigan MGE, Director of ‘The Institute for Physical Planning of Primorje-Gorski Kotar County’ Public Institution (the Institute) and Vojko Obersnel MSc, Mayor of the City of Rijeka (the City) on 7th February 2018 signed an Agreement of Collaboration.

The aim of the collaboration between the City and the Institute is the participation of experts of the Institute who possess specialist knowledge and experience in Project Selection Committee in the procedure of the direct allocation grants of ESI Funds of the European Union from the ‘Competitiveness and Cohesion 2014-2020’ operational programme, priority axes:

  • environmental protection and resource sustainability, specific aim 6e2,
  • restoration of brownfield sites (former military or industrial areas) within the mechanism of integrated territorial investments.

Adam Butigan MGE, Director of ‘The Institute for Physical Planning of Primorje-Gorski Kotar County’ Public Institution (the Institute) and Prof Vladimir Mićović PhD., Director of the Department of Public Health of Primorje-Gorski Kotar County (NZZJZ) on 5th May 2017 signed an Agreement of Collaboration.

By the agreement, both sides expressed their intention for long-term collaboration in the drafting of spatial plans and reports about the situation in the area on the regional and local levels and other developmental projects of interest to Primorje-Gorski Kotar County.

The subject of the collaboration are the activities of NZZJZ in the sector of environmental protection, and which are contained in the drafting of expert proposals for the needs of individual developmental projects, and offprints of spatial plans or documents monitoring the situation in the area.

Based on this Agreement on 26th April 2017 a contract was concluded for the drafting of the offprint ‘Protection and use of parts of the area of special significance’ for the needs of drafting a report about the situation in the area of the municipality of Čavle for the period of 2013 to 2016.

Adam Butigan MGE, Director of ‘The Institute for Physical Planning of Primorje-Gorski Kotar County’ Public Institution (the Institute) and mayors and heads of cities and municipalities of the area of Primorje-Gorski Kotar County (local self-government units - LGU) during March and April 2017 signed an agreement about the connection of cities/municipalities to the Physical Planning Information System (ISPU) of Primorje-Gorski Kotar County.

With the project of the connection of LGU to the ISPU, cities and municipalities are allowed access to data which the Institute regularly updates and maintains within the framework of the established information system.

The use of the Physical Planning Information System of Primorje-Gorski Kotar County is ensured by the provision of geo-information network services of the Geoportal of Primorje-Gorski Kotar County via the Web GIS browser and Web GIS services.

With the provision of the geo-information network services the use of the following data from the Physical Planning Information System of Primorje-Gorski Kotar County has been enabled:

  • A digital cadastral plan in vector format (cadastral municipalities, cadastral units, ground plans of buildings from the cadastral documentation), the situation from 2011 to 2013, being prepared is data with the situation of January 2017.
  • Digital orthophoto DOF5 scale 1:5000
    of 2011 made for the procedure of the legalisation of buildings (month of June)
    of 2014-2016; the southern part of the County was covered with leaves for the situation 2014-2015.
  • Basic map of Croatia HOK5, scale 1:5000, situations from 1966 to 1991
  • Topographic maps TK25, scale 1:25000, situations of 1996 to 2001
  • Boundaries of the coverage of the detailed development plans (DDP), urban development plans (UDP), general development plans, spatial development plans of cities or municipalities (SDPCM), spatial plans of areas of special features (SPASF) and the Spatial Plan of the County (SPC)
  • Georeferenced raster maps of all spatial plans scanned from certified reports (DDP, UDP, SDPCM, SPASF, SP PGC)
  • Alphanumeric data from the Register of Spatial Plans (identification number, the title of the plan, type of plan, type of resolution, plan status, number of official journal, link to the resolution published in a journal, link to the PDF of an entire plan, the surface of the coverage of a plan etc.).

Currently 29 municipalities and cities have signed the agreement of connection to the ISPU of PGC.

Prof Mladen Črnjar PhD., Director of ‘The Institute for Physical Planning of Primorje-Gorski Kotar County’ Public Institution (the Institute), Prof Dora Smolčić Jurada PhD., Dean of the Faculty of Tourism and Hospitality at the University of Rijeka (FTHM) and Prof Boris Koružnjak PhD., Dean of the Faculty of Architecture (Af) at the University of Zagreb formally signed the Agreement of Collaboration on 28th January 2015.

With the agreement all parties have expressed their interest for collaboration in all areas of mutual interest, and particularly in the area of physical planning on the regional level, and the development and improvement of tourism activities, and all the while respecting the principles of sustainable development.

The collaboration of the agreed parties will be realised specifically by the drafting of scientific and expert studies and analyses, the preparations, nominations and implementations of projects from EU funds, collaborations in the drafting of individual sectors of spatial and other developmental plans, the holding of scientific and expert lectures, the organisation of scientific and expert meetings, and collaboration in other business which the agreed parties declare a mutual interest in.

On the basis of this Agreement a contract was concluded on 14th June 2017 for the realisation of the first individual research-study project under the title ‘Mare-Monti: Grad između fokusa' ('Mare-Monti: City between focuses'). With this project the relationship between the wider area of the city of Rijeka and two powerful focuses in its vicinity – the area of Platak and the area of Voz on the island of Krk is considered. The aim of the project is to examine the possibilities of affirming the selected locations as activators of a new direction of the development of Primorje-Gorski Kotar County.

The results of the project will be presented in a final publication, and at public exhibitions in the form of which will be held presentations and roundtables, printed posters, models, public placards and leaflets, plus audio-visual documentation.

Prof Mladen Črnjar PhD, Director of the Public Institution Institute for physical planning of the Primorje - Gorski Kotar County (the Institute) and prof Jože Perić PhD, dean of the Faculty of Tourism and Hospitality Management of the University of Rijeka (the Faculty) signed a Cooperation Agreement on 18 May 2010.

The aim of this cooperation is connecting and enhancing scientific and professional capacities of both institutions for the purpose of achieving mutual long-term goals in the area of spatial planning and tourism advancement in Primorje – Gorski Kotar County in line with the principles of sustainable development.

One of the first concrete activities prompted by the Agreement is the professional development of young scientific staff from the Faculty through practical application and verification of theoretical knowledge and scientific methods in the preparation of development plans and projects from the scope of the Institute’s activities.

Prof. Mladen Črnjar Ph D, Director of the Public Institution Institute for physical planning of the Primorje - Gorski Kotar County (the Institute), and Darko Jardas, BSc Eng, director of the Regional Energy Agency Kvarner d.o.o. (REA) signed a Cooperation Agreement on 2 April 2010.

By signing the Agreement both sides demonstrated their need and readiness for active cooperation in the field of energy, each within their own scope of activities. The scope of the Institute are activities related to strategic planning of energy development, while REA deals with the managing and monitoring of renewable energy sources and energy efficiency projects.

The purpose of this cooperation is connecting and coordination of activities of parties to the Agreement by exchanging information, data and maps and plans, as well as joint participation in the working bodies and teams in charge of implementing particular projects or activities.

In addition, the Agreement establishes the interest in the joint participation in international projects.

Prof. Mladen Črnjar PhD, Director of the Public Institution Institute for physical planning of the Primorje - Gorski Kotar (the Institute) and Prof. Aleksandra Deluka-Tibljaš PhD, dean of the Faculty of Civil Engineering of the University of Rijeka (the Faculty), signed a Cooperation Agreement on 24 November 2010.

Cooperation with the Faculty has been fostered for years. The signing of the agreement will enable, among other things, professional development of young assistants from the Faculty at the Institute with the aim of providing them with practical training in the scope of the Institute’s activities.

This envisages the cooperation on the implementation of scientific research and projects, preparation of student papers and providing internships for students, conducting lifelong learning programmes, organization of professional and scientific lectures, organization of professional and scientific conferences, verification of competences for the performance of work related to the activities of the parties to the Agreement, elaboration of technical documentation and consulting services as well as cooperation on all other activities that both parties find to be of mutual interest. In addition, the Institute will benefit from the wealth of professional and scientific knowledge of the Faculty staff.

It is our opinion that it is of outmost importance in these difficult times to promote the importance of knowledge and excellence in this way, and thus invest in the future of young intellectuals who represent the foundation for the development of competitive economy as a prerequisite for the advancement of our county and, indirectly, the whole country.
