Scope of the work and organisation

The activity of the Public Institution is defined by the Act and includes:

  • the drafting or the coordination of the drafting and the monitoring of the implementation of spatial plans of the regional level,
  • the drafting of reports about the situation in the area,
  • managing the Physical Planning Information System and the management of it within the framework of its competences,
  • the preparation of starting points for the drafting or the repealing of spatial plans of immediate areas,
  • the provision of advisory help in the drafting of spatial plans of local level,
  • other business in line with the Physical Planning Act and the Statute of the Institute.

In addition to this, by Law it is determined that the Institute can also produce the spatial development plans of towns and municipalities, urban development plans of significance for the Republic of Croatia i.e. the County, and carry out expert analytical work from the area of spatial development if this is sought after by the ministry responsible for the spatial development affairs or the County Prefect.

In addition to these business activities defined by the Act, with the resolution of founding it is specified that a public institution can participate in the drafting of county developmental strategies and other strategic documents and projects for the area of the County.

Internal organisational units have been established to carry out the activities of the Public Institution:

  • Service for Physical Planning,
  • Service for Infrastructure and Development Projects,
  • Service for Information System,
  • Department for EU Projects and Joint Affairs.

In the Service for Physical Planning carried out are the expert business of the drafting, coordination of the drafting and monitoring of the implementation of spatial plans of the regional level, the drafting of reports about the situation in the area of the County, the preparation of starting points for the drafting or the repealing of spatial plans, the drafting of opinions in the drafting and adoption of spatial plans, the drafting of spatial plans of development of cities and municipalities and reports about the situation in the area, plus the carrying out of expert-analytical affairs from the area of physical planning.

The Service for Infrastructure and Development Projects carries out the expert business of the drafting of offprints of spatial plans from the areas of transport and energy infrastructure, and water management, it evaluates the compliance of infrastructural systems in spatial plans of the local level with the documents of spatial planning of the wider area, it also prepares and leads development projects of county interest, plus the business connected to the monitoring of the drafting and participation in the drafting of strategic developmental documents on the national level from the scope of the work of the Service.

The Service for Information System carries out the expert business of the leading, development and managing of the Physical Planning Information System of the County in collaboration with other public law bodies defined by law, the leading of the Registry of Spatial Plans, the ensuring of the conditions for the access to information about the area which is available, the analytical business connected to the spatial documentation, the business of the development of the GIS, geodetic business for the needs of drafting the tasks of the Institute and projects of county significance, the business of the comparison of locations in the maritime domain with the documents of physical planning for the purpose of giving concessions, the maintenance of the Institute’s website, and business connected to the procurement and maintenance of the IT equipment of the Institute.

The Department for EU Projects and Joint Affairs carries out tasks in the preparation, candidature, and administrative and professional management of projects within the scope of the work of the Institute linked to programmes of the European Union, as well as legal, financial, accounting, personnel and general business, the administrative and professional affairs for the director and internal organisational units, protocol affairs, communication and collaboration with state administration bodies, regional and local self-government, as well as with institutions from abroad.
