PRESENTATION OF THE GEOPORTAL OF PRIMORJE-GORSKI KOTAR COUNTY ENTITLED VidiProstor.PGŽ

VidiProstor.PGŽ, a unique geoportal that brings together all the County’s relevant spatial data and digital solutions in one place, was presented at the County’s headquarters.

This “one-stop shop” for geoinformation was developed by the Institute for Physical Planning with the aim of greater transparency, faster public administration and easier access to information for citizens and investors.

The geoportal was presented by Deputy Prefect Robert Matić, Director of the Physical Planning Institute of Primorje-Gorski Kotar County, Adam Butigan, and Institute employee Dado Jakupović.

Deputy Prefect Robert Matić pointed out that the primary goal of this project is to unify content that was represented on various domains and websites.

“This is our new digital window. We wanted to make it easier for citizens who are requesting permits, for investors who are planning investments, as well as for officials in their work. Our goal is a more efficient and digital county that is at the service of its users. This portal is a new strategic way of managing our space,” adding that this is only the first phase that will spread to other county departments in the future.


The system itself is designed to be extremely easy to use, so that any content can be accessed in just two clicks. The geoportal is divided into four main thematic units. “Physical Planning” contains the well-known VidiPlan application, which provides insight into all levels of spatial plans. “Maritime and Traffic” combines data on maritime boundaries and concessions within the OpenSea system for maritime management. “Economy” offers browsers for hunting grounds and state-owned agricultural land, while “Culture and Sport” focuses on multimedia and interactive content, such as 3D visualisations of castles along the Routes of the Frankopans cultural tourist route, and virtual tours of museums.

The Director of the Institute, Adam Butigan, emphasised that the Institute has been developing GIS application solutions for decades, but that a key step forward has now been made in their accessibility to the public.

“Transparency is definitely greater in this way. Our obligation and task is to systematically maintain this data and be an integrator of information for the entire County.”


During the presentation, Dado Jakupović explained that the new portal follows the visual identity of the County and additionally offers contacts of relevant departments, institutions and companies. It was especially emphasised that the Institute independently maintains and administers the entire portal, which is an approach that allows much easier and simpler updating of existing data, as well as quick inputting of completely new content and thematic blocks without the need for external technical procedures.
